Does a woman have a right to privacy?


Anyway: RE religious liberty and womens access to birth control
my question is:
Why isn't a woman's right to privacy being brought up in this matter? Now the gop (Rubio) plans to try to force the Obama administration to expand exemption to any employer. Does the insurer report to her employer that the employee is using contraceptives?  How will a woman's expectation of privacy be protected?
